Two “forest Targets” are included here; Young forest is forest habitat that is regenerating from natural or human disturbance and dominated by seedlings and saplings, regardless of natural community type, Old forests are biologically mature forests, often having escaped stand-replacing disturbance for more than 100 years and exhibiting minimal evidence of human-caused disturbance as well as continuity of process, senescence of trees, and regeneration response. The targets for young and old forests are specific for each biophysical region and should occur within the highest priority forest blocks. Acreage goals below refer to the total number of acres for each forest target type for that biophysical region.

Upland Shrub-Forb
These are upland sites dominated by low vegetation--forbs and shrubs--with at least 50% shrub canopy cover and few if any trees. Forb- and shrub-dominated areas are intermixed across space due to variable disturbance intensities in different locations and across time because disturbance creates forb-dominated areas which then develop into shrubs. Forb-shrub targets are stated as percentages of undeveloped land area within each Biophysical Region. They should include any such areas near forest, wetland, open areas, or other non-developed habitats that are dominated by noninvasive vegetation.

Grassland Refuge Focus Areas
In Vermont, grasslands occur in anthropogenic settings and are dominated (>50%) by noninvasive, but often non-native, grass with a lesser abundance of forbs. They are typically cultivated for livestock forage and do not include fields of cereal grains. The statewide target is to establish three refuges, covering a total of 7,500 acres, that are managed specifically for grassland birds in Addison, Franklin, and Orleans Counties. These refuge areas should be located outside highest-priority landscape-scale elements.

Grassland Managed Agricultural Lands
In Vermont, grasslands occur in anthropogenic settings and are dominated (>50%) by noninvasive, but often non-native, grass with a lesser abundance of forbs. They are typically cultivated for livestock forage and do not include fields of cereal grains. All grasslands in Vermont are targets for improving grassland bird survival and productivity for as long as the grassland field remains in active agricultural use. Highest priority should be given to those regions that currently have high concentrations of grasslands, including the Champlain Valley biophysical region, the Northern Vermont Piedmont biophysical region, and the Connecticut River region within approximately 10 miles of the Connecticut River.
